Need more info: I assume there was no trauma. Is it a very deep belly button? Sometimes you can have a yeast infection with ulceration of the skin. If that is the case you can try some anti-fungal powders and keep it as clean and dry as possible. Sometimes keeping a gauze sponge packed into it will help wick out the moisture and keep the skin edges apart.
