Turkey gobbler: Surgery is often the best/only way to really improve this deformity. Depending on your exam findings, age, skin quality, etc this may be improved by laser liposuction, platysmaplasty with fat excision, neck lift or sometimes a combination of these procedures. Only way to know is to be evaluated by a plastic surgeon.

No other way: Surgery is usually the only way to deal with a turkey neck. Consult with a plastic surgeon in your area. Good luck from nyc.
