Your father: Your father needs to see his physician for a full evaluation asap. Lips can turn blue from low oxygen in his system -- heart and lung problems can cause this. Please help him see his doctor. Perhaps your father would allow you to accompany him to the appointment so that you can ask questions yourself. Although this symptom is alarming, you might learn what's causing it & what can be done for it.

Hypoxia: Likely he has copd, asthma, CHF or some other reason to cause decreased oxygen saturation in his blood. Have him see a doctor right away.

Well: What the age of his father, does he have hear or lung disease, is he a smoker, is he obese etc. Etc. He should see the family doctor to make sure all is ok. Blue discoloration of the lips should suggest among other reasons oxygen deprived blood. This is what he should be seen asap. Has he had anything that could have tint his lips blue?
