No: The prostate gland is deep in the perineum. Ice is not a form of therapy and has no role in treating any form of prostate problem.

No: No reason to think this might work. Little liklihood that the cold from ice in that location would reach the prostate, and no reason to assume that even if it did, that the prostate would shrink. Focal freezing with special probes has been used to directly freeze the prostate and cause some shrinkage, but ice in the crotch would not get anywhere near that temperature or effect.
