Babies : Babies do not need ovaltine or any other additives to baby formula. Babies only need formula or breast milk up to the age of 1 year. I recommend that parents wait until at least 4-6 months before offering any baby foods to babies and even when they do, i recommend that the formula or breast milk make up >90% of the babies diet. No juice, no water, nothing else for at least the first 4-6 months. Formula is specially made (as is breast milk) to specifically meet babies nutritional needs.

No way: Absolutely not. You baby needs the nourishment provided in breast milk or formula at this age. If he is hungry it may be time to start him on cereal so that he gets the proper iron supplement.
