Probably normal: An 18 film survey is the standard 'full mouth' radiographic analysis. As a rule, this survey is obtained every 3-5 years. An interval survey (bite wing xrays) are obtained every 6-12 months and only looks at specific areas. Xrays are always measured on a risk/reward basis. Dental films, especially digital films, use very low amounts of radiation, so the reward is high.
