Yes could have both: A hiatal hernia is when the stomach slides into the chest through the a hole in the diaphragm that the esophagus goes through. It always causes gerd. Your inguinal hernia is in the pelvis far from the stomach and is not related to your gerd symptoms. It should be repaired but dont expect it to cure the gerd.
