Neither: In the vast majority of cases, the missing x chromosome associated with turner syndrome is an accidental occurrence. Rare cases where an x chromosome is rearranged can be inherited from the mother.

It can be either: Turner's Syndrome has a genetic makeup of "XO" not XY or XX which connotes a normal male or female. The mother contributes only an "X", but the father can contribute an "X" or a "Y" chromosome. The "O" in "XO" indicates there is no second sex chromosome donated but will look like a female in appearance.
