Cyst: This could be scar tissue from the inflammation and the squeezing. It could still be the cyst under the skin. There should be treatment available. Ask your doctor to check it and they may refer you to a plastic surgeon or dermatologist if they don't treat this problem.

Scar treatment: Scars can be treated with intralesional steroid injection, excision, laser, etc. It is often difficult to discern clinically whether the cyst remnants are present, adding to the scar feel. A small excision would take care of both. However, a less invasive technique is injection of steroid, which causes shrinkage of scar and/or cyst. Laser can be used more often on reddish or surface scars.

Yes: Sounds like the cyst wall was not removed in the 'popping' procedure. If this is the case, it is likely that the cyst has reformed. Excision (including the cyst wall) should result in resolution of your problem.
