My daughter has white bumps inside her mouth and on tongue which looks raw on top. could it be hand foot mouth disease?

No it is not: Hand foot and mouth disease has sores in the oral cavity(mouth), rashes on hands and feet. So white bumps inside the mouth is not hands foot&mouth disease, it may be oral thrush, check with the pediatrician.
