Couple of things: Elevation, ice are the best.

Pain: Elevating the foot on 2 pillows above heart level, lots of ice, and staying off the foot. Sometimes topical analgesics can help but stay away from the incision. Good luck.

Many: Possible things like wearing wider shoes, padding, orthotics, nsaids physical therapy and many more. Discuss with podiatrist.

Post-op?: If you are talking about pain immediately after a foot surgery, "non-medication" ways to alleviate pain are ice (not usually directly on the op site), rest, elevation, and mild compression (like an ace wrap). You should first talk to your surgeon to make sure he/she will allow these options.
