Yes, It Depends.: Once a coarctation is repaired, surgically or by balloon dilation or stent placement the inside of the vessels grow and cover any foreign material (called endothelialization) once this has occured getting a tattoo or body piercing should be safe. However, an unrepaired coarctation with stenosis and turbulent flow has some risk for being a site where bacteria can land.

Yes: However. There is a minimal risk of endarteritis. Piercing should be done sterile and possibly with antibiotic coverage.
