Possible: Pregnancy tests are not 100% accurate, especially early in the pregnancy, so it would be possibble to have an ectopic pregnancy with a negative pregnancy test. An ultrasound can rule this out.

Not really: A urine pregnancy test is not as accurate as blood test for bhcg especially early on. Assuming that there is no error in the lab, an ectopic pregnancy would cause the bhcg to be positive.
