And 3 is a bit young for diagnosing problems but a consult may give you better ways to deal w the child and ways to help the child cope. You may find a specific problem which you can treat.

Get evaluated: Temper tantrums are common way that toddlers make their strong desires known, but they tend to tone down by age 3. However severe mood changes ranging from happy to overwhelming sad are not commonly seen. Evaluation by a child psychiatrist or a developmental pediatrician is recommended. You should be ready with family and developmental history to help with evaluation.
