Rash: Should let a doctor see this since it could be nothing but it could also be an infection. Better to be safe than sorry with your daughter.

Unsure; don't ignore: From your description it is impossible to tell what is causing the "rash" but just in case it is any infection, you should see your pediatrician as untreated infections of the lips easily spread to the brain which is very serious.
