No: Removal of the fallopian tube, salpingectomy, is a separate procedure from an oophorectomy, removal of the ovary. A diseased fallopian tube can be treated while keeping the ovary in place. They can be removed together, as a salpingo-oophorectomy in a woman that has completed childbearing.

No: At least, not necessarily. It depends on the clinical reasons for removing the tube(s); but in most cases the ovaries can (and should) be preserved if the woman is of reproductive age and still desires childbearing, and often in menopause and beyond. Cases of gyn cancers are fairly specific and should only be considered with the help of a gynecologic oncologist.
