Depends: If the infection has spread beyond the oral cavity and or jaws you may require antibiotics to in addition to having the tooth removed. If you have medical conditions that affects your immune system such as uncontrolled diabetes then it is essential to take antibiotics prior to and after extracting the tooth.

Yes: I would first try to save the tooth if possible. Sometimes an antibiotic may be prescribed depending upon severity of infection.
