An orthodontist: Some general dentists will make you a retainer, but yours doesn't he/she can certainly refer you to an orthodontist, a braces specialist.

Orthodontic Retainer: It's always best to have the orthodontist who treated you to make you a retainer as he\she is the most aware of your specific treatment. Other than that any orthodontist can certainly make you a retainer and some general dentists may as well.

At an orthodontist!: Any dentist with orthodontics experience can do it. In my opinion the vivera retainer system from invisalign is very comfortable and effective.

Any orthodontist: Go see an orthodontist, if your's isn't near anymore. Most offices will gladly make you a new retainer for a fee. You will need to understand that it will feel different than your last retainer....Because it is different. Retainers are made one at a time, by hand, no two are alike.

Most dentists: Most dentists can make you a new retainer but it may be better to go back to your orthodontists or whoever did your braces.

Go back: Best solution is to go back to your treating orthodontist who knows your case, and your retention requirements, best. If you are geographically unable to return to your treating orthodontist, ask your dentist to refer you to the orthodontist of their choice for fabrication of a new appliance.
