Maybe: A blood pregnancy test is always more accurate that the urine test. Although many patients will have a positive urine test on the day they miss their period, a negative test does not exclude pregnancy. I would get a blood test if you still fail to get your period.

Hard to answer: We don't know if it's been since 'conception' because there is no proof yet you have conceived. If you mean 15 days until ovulation, it is not too early to test, but don't be surprised at a negative result until your are one week 'late' for your cycle.
