Moisturize: Use a skin lotion/moisturizing cream on your heels on a regular basis. Use of a pumice stone can be helpful and is a safe way to gently remove buildup. This often needs to be done on a regular basis. If you have dry heels with painful cracks, or are diabetic or have peripheral vascular disease, seek care from a podiatrist.
