Could be many things: If hes overweight and never exercised than poor conditioning may explain things. But if this is a change in his tolerence then he needs a full physical exam and cardiac issues need to be ruled out. Labs/cxr/2d echo/stresstesting etc. If this is all ok asthma or exercise induced asthma may be the problem.Pulmonary function tests etc. I would have him hold off on jogging until seen by his doctor.

Different reasons : There are many reasons why he can feel like that. He might be deconditioned, is he overweight? It might be a heart or lung problem, is he or was he a smoker, any family history of lung or heart disease, it can be due to anemia, thyroid problems, etc. Bring him to doctor, he needs physical exam and some tests.
