Incomplete tear?: If the tear is complete, forget it. If the tear is minor, sufficient rehab can be done and strength assured so that an athlete may feel confident to return to full participation. However, the risk of then suffering a complete tear would certainly be worth considering.

Yes, but not smart: You can physically get away with it, but it is not advised. You will likely give way and damage the knee further. Playing sports on an acl deficient knee usually leads to early onset arthritis, and multiple return trips to your orthopedic surgeon. The knee should be reconstructed, and after 4-6 months of diligent therapy you may be ready to return to bball.
