If someone suddenly stopped taking dilantin and seized within 72 hr. does it prove epilepsy?

Not necessarily: Sudden stopping of any anti-epileptic drug, such as Dilantin could provoke a seizure, even if the drug had been started in a non-epileptic pt. This is non-diagnostic, and other ways to prove or disprove epilepsy are far better.
