YES: Yes absolutely. Not only lung cancer, that person also will be at high risk to develop other smoking/alcohol related cancer ( head and neck cancer, esophageal cancer, bladder cancer etc) as well as other related serious disease- such as liver cirrhosis, emphysema/ COPD etc. Please tell that person to quit smoking and alcohol.

Yes: Alcohol has no direct effect, but smoking can lead to cancer at age 51.

Yes for Smoking: Most well identified carcinogens are found in tobacco products and the link between smoking and lung cancer is clear. The age is not the issue- there have been reports teenagers with cancer that has been linked to smoking. Alcohol is also linked to many cancers including head and neck cancer, esophageal, liver, breast, etc. Not so sure about lung....
