With the advent of in-vitro fertilization, the option is to fertilize eggs, gathered from your ovaries, by your husband's sperm and implanted into your uterus. Very expensive but more probable in having a child.

Depends : The choices include in vitro fertilization or tubal reversal. One picks one vs the other depending on age, type of rival ligation performed. In general in vitro has higher pregnancy rates but may also be more expensive.

How much ??$$??: You can re-attach the tubes, but risk a life threatening tubal pregnancy if they work at all. You can go to a fertility center, harvest eggs, fertilize with dads sperm and have embryo implanted in your womb.Both procedures are likely not covered by insurance and would never be less than 10K to start. Make some calls and see.
