Might be: If it is always blocked, obviously that is not normal. It is very possible that some minor surgery or medications may cure or greatly improve the situation. Sometimes a long course of antibiotics or steroids help. Sometimes opening some of the sinuses helps. Symptoms like these deserve a full evaluation in person by your health care provider.

Probably: Sounds like an obstruction. Could bea polyp or abnormal bone growth at the sins outflow tract. May need a ct or mri. See your physician or an ent.
