No: Sepsis is usually a consequence of bacteria that live in our bodies and are not usually transmitted from person to person. Exceptions are influenza (viral not bacterial) and Meningococcal meningitis which are indeed contagious

Depends: Bacterial sepsis is rarely contagious unless you are immunocompromised or a very young child. Even if the infection spreads, it is very individual whether it will progress to sepsis or will be contained.
