Direct effects: Alcohol makes blood vessel dilate and this is part of the relaxation effect. Excessive use may over-extend the blood vessel elasticity. Also, some people are hyper-reactive to blood vessel changes, red, blushing, etc anyway. Then there is alcohol liver disease which will back up the circulation.

It is possible: Consuming alcohol and make you gain weight and can also affect your liver. Both of these things can make it more likely to develop spider angiomas, which are like clusters of thread veins. It might be possible for you to develop thread veins on your legs if you drink excessively, but the connection isn't as strong. Modest alcohol consumption should have little, if any, affect.
