Maybe: A raw rash can be from something else, such as a bacterial or fungal infection. These need to be treated with prescription medication. Haver your baby's doctor check out the rash.

Depends: Moisture, heat and lack of air circulation may cause skin irritation in those areas, which may get over infected with bacteria or fungus. If area is weeping and you already tried the otc remedy you mention, you may need a medicated cream so if no improvement, see a doctor.
