No: Most "ulnar nerve surgeries" are releases for compression at elbow level; hand swelling can be reversed by elevation, gentle motion and exercise. If this answer doesn't cover you, then take your hand back to the surgeon and talk about your specific problem.

Not really: Swelling from your elbow area surgery will migrate down to your hand. A little is ok, but it should not be severe. What also may happen is a tight wrapping around the elbow can make the hand get swollen. Either way, it's not good to have a swollen hand. It needs to get worked out. See your surgeon.
