Yes and no: Moisture in necessary to reduce the tenacity of mucus in the lungs. This is often the reason a nebulizer without medication is used to make the mucus more "watery". A dry climate may offer other benefits by way of reducing exacerbations caused by environmental particles, etc. Of course indivdual responses will vary.
