See an ophthalmologi: Although a toddler will not be able to answer questions an ophthalmologist can get some reasonable information during an evaluation. It is worth noting that all infants are nearsighted at birth (~20/400) and gradually become less so by 4-5 when they may have normal vision. Glasses might be needed if one eye was stronger than another. A pediatric ophthalmologist wold be who i consult.

Through an eye exam: All children should have an eye exam at age 4 to 5. Children younger than this should have an eye exam if there is a family history of eye problems or if the eyes are not perfectly straight. Ophthalmologists can examine a child of any age and make a determination of the need for glasses.
