Depends: It can vary from person to person. What is important is that flashing lights in one's vision requires a dilated eye exam to rule out retinal detachment among other things.

Interesting question: Flashing lights from a vitreous traction which might lead to a retinal tear or detachment are usually described as white. Orange or red floaters (some describe flashes) may actually be blood from a ruptured vessel due to the traction. The flashes do not necessarily mean you are going to get a detachment. But get an exam!
