Couple of things: It might be due to circulation where not enough oxygen is being delivered to the tissues, resulting in hypoxia of the tissues. If it is in the nerves, think injury, tight shoes, or referred pain (radiculopathy) or neuropathy (diabetes, rheumatoid arthritis, thyroid issues) cause abnormal signals to be conducted through the nerves. Seeing a podiatrist can help sort this out.
