It can be: Lip biting can cause injury to the lower lip and also to the tiny salivary glands which are on the inner of the lower lip. Try to stop or use distraction methods to minimize this behavior.

Yes & yes...: Intra-oral biting can be strictly conscious, strictly compulsive or a combination. It could be classified as dermatophagia, or self-injury in varying degrees. It could also be accidental, inflicted internally or externally. In any case it results in an injury of some degree.
