Partially true : "prevents" is a strong word; Aspirin is not a 100% warranty . However, if someone has risk factors for heart attack/stroke, taking 1 Aspirin a day does help to reduce chances on having it.

Absoultely: Aspirin is the first line of treatment to prevent heart attacks & strokes. Definitely works for secondary prevention (i.e. You have already had one) but also for primary prevention - especially if you have risk factors. So the older you are, male sex, high blood pressure, diabetes, high cholesterol, smoker, or family history of heart attack before age 55 contribute. You only need to take 81 mg/day.
