Masturbation: There is nothing wrong in giving yourself pleasure. At your age, you should notice abundant sperm production and should not worry about having a baby. The best test to determine your sperm condition is by a sperm count which will also examine the health of your sperms. Go see a urologist.

Get semen analysis: Unfortunately, there is no rule-of-thumb type of indicator as to sperm quantity, completeness, or motility. You would need to be evaluated by your dr or a urologist and have a formal count/evaluation done. However, if you have not been ttc and unsuccessful for at least 6-9 months, it may be a matter of timing of intercourse(s), and can also allow some time for trial-and-error.
