Partial paralysis: The wheezing you are hearing might be from partial paralysis of your vocal cords. Call the doctor that injected you and tell them about your symptoms.

Botox: May be due to the botox- i would see the neurologist and bring up these adverse events.

See your MD: If i get you correctly you are being treated for dysphonia with botox. If so then you should discuss your concerns with your doctor who is probably an otolaryngologist. If not then see an otolaryngologist.
