Maybe: If the dog scratch causes a severe soft tissue infection of the arm there may be lymphatic insufficiency after the infection has been treated. If treated appropriately this is usually temproary and not a life long problem.

It would be rare: As dr. Salartash said, about the only way it could happen is if the scratch got badly infected.
