Depends: The operation for disabling claudication can be done either using endovascular techniques or open surgical techniques. The type of surgery chosen depends on where the blockages are. There is never just one option.

Yes: The procedure done either removes the blocking atheroscelrotic plaque ( endarterectomy ), streches the area of plaque ( angioplasty +/- stent ), or bypasses the area ( graft - vein or artifical tube ). A combination of these is occasionally done.
