Depends: What is read as "herniated disks" on an MRI report is often an incidental finding and must be correlated to symptoms. A symptomatic disk herniation typically compresses a nerve, resulting in radiating nerve pain>neck or back pain. Surgery is a possible option to relieve pinched nerve symptoms, and not in a patient with "herniated disks" without specific, correlating extremity nerve symptoms.

Disc: The indications for surgery depend on the patients pain level, pattern of pain, time dealing with the problem, treatments attempted etc. A lot if people have multiple bulging discs and surgery would be directed at the disc level that correlates withy the symptoms to give the best chance of pain relief. Yes : Having three disk herniation a does not exclude you from surgery. However it is quite rare that all three would need surgery. Best to get 2-3 opinions on this before having spinal surgery.
