When one is suffering from goitre do the eyes appear to bulge?

Not usually: Goiter just refers to a big thyroid gland. Most people with big thyroid glands have normal function. It is only when one develops very significant hyperthyroidism such as from something called "graves' disease" that the eyes bulge - a condition called exophthalmos.
