Not normal in female: Onset of puberty in the us for girls has recently lowered to 8 year old and 9 for boys. Chest hair is not a normal part of puberty for a girl and may signal a hormonal imblance so an evaluation is necessary. For a boy, chest hair at this age is a delayed development but all other pubertal milestones should have been reached by now.

Not delayed for boy: Pubertal onset prior to age 14 yo in boys is not delayed. The onset is heralded by enlarging testes. Shaving and chest hair may occur years later. Timing of chest hair development is not criteria for delayed puberty.
