Yes: Eczema is not just an allergy, it is more of an atopy - it is genetic and there is a predisposition to react more to any specific allergen (more than other people). You need to keep your skin well hydrated, so yes you need to apply moisturizers daily. When you have flare ups which are not controlled by moisturizers, you will need steroid creams to decrease the rash.
