Air embolus: To avoid an air bubble getting into the vein and traveling to the heart causing a heart attack, the lungs causing an embolus, or much less commonly, the brain causing a stroke.

Keep stuff out : When picc is clamped air cannot got into picc which can be dangerous. Also keeps blood from backing up into picc which can clog the catheter.
