Poor circulation: I suspect you mean peripheral vascular disease. If you smoke then stop. Get your cholesterol down to normal. Do a lot of walking.

No pulses: Generally, you can feel pulses in the wrist and foot on the up surface of the ankle. If you have pulses in your extremities, you do not have poor circulation. If you don't have pulses, you may have poor circulation, but whether something should be done about it depends on whether you are having other problems.
