Red Dots: The diagnosis would depend on how long they have been there. The dots could be irritated minor salivary gllands. This can occur in smokers but not always. Oral candidiasis can also present this way. I would recomend a visit to your dentist to get a definitive diagnosis.

More info: How long have you had them, do you wear any kind of appliance, do you have any allergies, are they on your hard palate or soft palate?
