Not necessarily: But the older a person gets the more vulnerable they get to certain problems i.E venous insufficiency, hypertension may be an issue as well.

No: Swelling is more common as we age due to decreased muscle tone, medications and vascular problems. If you think it is abnormal for you then you need to see a doctor.
