Unlikely: Mostly lack of talking is purely developmental, but an expressive language delay can be a sign of a bigger issue with developmental delay. A 3 year old with simple language, 2-3 word sentences, a limited vocabulary might be seen as a bit off. But a child who is really not talking? There is an issue that needs evaluation now.

Please don't delay: A non-verbal almost 3-year-old child qualifies for early childhood special education. Call your local school district & request an evaluation by the child find team, who will test all areas of his development, then meet with you to develop an individualized educational plan. Also, take your son to his pediatrician to start the process of diagnosing the cause of his delay(s).
