Hard to say: From the short description, it is hard to say. But, the location and the presence of itching suggests a contact dermatitis--an immune reaction to something that is touching your skin. This can be due to the metals in necklaces, detergents or starch in your shirt collar, or a number of different things. See an allergist or a dermatologist for a better evaluation.
